在目前我國(guó)真空玻璃處于世界技術(shù)搶先位置的狀況下，應(yīng)如何給予支持使其更好地效勞于國(guó)度經(jīng)濟(jì)社會(huì)建立呢？我有如下幾點(diǎn)倡議：
At present, China's vacuum glass is in the world's leading position in technology, how to give support to make it better serve the national economic and social establishment? I have the following suggestions:
，量體裁衣，率先制定適宜的真空玻璃產(chǎn)業(yè)開展政策。我們過去的一些產(chǎn)業(yè)扶持政策和規(guī)范制定常常在向國(guó)外學(xué)習(xí)，因而也常常落后于國(guó)外。但在真空玻璃范疇，國(guó)外由于沒有呈現(xiàn)此類產(chǎn)品也就沒有相應(yīng)的扶持政策。既然如今真空玻璃范疇是人搶先，就應(yīng)由我們本人經(jīng)過測(cè)算來思索對(duì)真空玻璃產(chǎn)業(yè)的扶持政策，使的真空玻璃不只是技術(shù)搶先、規(guī)范搶先，還要完成國(guó)度對(duì)真空玻璃產(chǎn)業(yè)支持政策搶先。
Firstly, we should tailor our clothes and take the lead in formulating appropriate policies for the development of vacuum glass industry. In the past, some of our industrial support policies and norm-setting were often learning from foreign countries, and therefore often lagged behind foreign countries. However, in the field of vacuum glass, there is no corresponding support policy in foreign countries because of the absence of such products. Now that the vacuum glass category is the first for the Chinese people, it is up to us to consider the support policy for the vacuum glass industry through calculation, so that the vacuum glass industry in China is not only technological and normative, but also to complete the national support policy for the vacuum glass industry.
其次，從簡(jiǎn)單的技術(shù)研發(fā)支持向真空玻璃產(chǎn)業(yè)化、范圍化開展支持轉(zhuǎn)變。過去國(guó)度的支持政策只是單一的對(duì)產(chǎn)品研發(fā)的支持和對(duì)技術(shù)規(guī)范的規(guī)則，并沒有從真空玻璃大范圍產(chǎn)業(yè)化和基地建立的角度和高度停止支持。對(duì)項(xiàng)目研討成果頒發(fā)獎(jiǎng)勵(lì)的辦法更是一種方式上的支持，力度還不夠。關(guān)于這種理論搶先、技術(shù)搶先的產(chǎn)品，我想更應(yīng)從產(chǎn)業(yè)化開展的角度來思索，經(jīng)過對(duì)基地建立停止支持的方式更有利于產(chǎn)業(yè)進(jìn)步。歐盟有關(guān)“被動(dòng)房”推行的法案我們都能夠看到，能夠分明地理解到他們5年之后節(jié)能產(chǎn)品要怎樣干，假如我們不想總是比他人落后二三十年，不愿再讓霧霾天氣延長(zhǎng)5~10年，就要快速地、用新超前的技術(shù)來處理如今的問題，而不是等到他人做出來了再去學(xué)。
Secondly, from simple technology research and development support to vacuum glass industrialization and scope support transformation. In the past, the national support policy was only a single support for product research and development and the rules for technical specifications, and did not stop supporting from the perspective of large-scale industrialization of vacuum glass and the establishment of base. The way to award awards for project research results is also a way of supporting, and the strength is not enough. As for the products with the theory and technology in the first place, I think we should think more from the angle of industrialization development. The way to stop supporting the base establishment is more conducive to industrial progress. As we can see from the EU's passive housing legislation, we can clearly understand how their energy-saving products will work in five years'time. If we don't want to always lag behind others by twenty or thirty years and refuse to let the haze weather prolong by five or ten years, we need to deal with today's problems quickly and with the latest and most advanced technology instead of waiting for others to make it.

然后，國(guó)度對(duì)企業(yè)政策支持應(yīng)有所側(cè)重，對(duì)重點(diǎn)行業(yè)關(guān)鍵產(chǎn)品和普通產(chǎn)品的支持力度應(yīng)有所區(qū)別。搶先程度產(chǎn)品的背后所包含的研發(fā)精神、財(cái)力要更多，但在國(guó)度的支持政策力度上尚未有相應(yīng)的表現(xiàn)。
Then, the state should focus on enterprise policy support, and support for key industries and common products should be different. There are more R&D spirit and financial resources behind the products of international preemptive degree, but there is no corresponding performance in the national support policy.
十分難得有這樣一個(gè)時(shí)機(jī)，目前真空玻璃理論的規(guī)范是人的，將來我們能否能疾速地將其擴(kuò)展成產(chǎn)業(yè)基地，構(gòu)成產(chǎn)品范圍搶先。這不只對(duì)我們現(xiàn)有浮法玻璃產(chǎn)能過剩問題有協(xié)助，對(duì)玻璃加工技術(shù)落后也將起到十分好的引導(dǎo)作用。
It is very rare for China to have such an opportunity. At present, the norm of vacuum glass theory is Chinese. In the future, can we rapidly expand it into an industrial base and form a product range first? This will not only help us to solve the problem of excess production capacity of float glass, but also play a very good guiding role in the backward glass processing technology.
